any comments on this would help ... can anyone explain how to tell what each diferent one is rated at or ??? why cant i use one that cost 9.25 versus costing 42.25 or even 22.95 whats the difference ... dont they do the same thing?

If your referring to PTC relays most are interchangable if you know how to do it.

the Overload devices are rated for different currents and usually have such numbers on them other than that, it's mostly the Manufacturer part number that will cross-reference to the same part. GE parts are sometimes 3x the cost of other Manufacturers , even when the machine is actually made by Frigidaire, etc ..
