When I turn the frige on it starts humming for a minute or so and then cuts off. I cleaned the points and can see them spark and connect but it is like the fan on the compressor is stuck. I cannot seem to find a way to access the compressor. I seems to be totally encased.

Be most careful with that thing as it is likely charged with sulphur dioxide and could be an issue if you let that stuff loose

Occasionally, one may encounter older machines which used other transitional refrigerants such as methyl formate, chloromethane, or dichloromethane (called carrene in the trade). Perhaps the most common of these to still retain a charge are the methyl formate Monitor Top refrigerators produced by General Electric." http://en.wikipedia.org/wiki/Refrigerant

Definitely sounds like the compressor is stuck. Your only hope would be to try a hard start device but you will have to access the compressor terminals.
