I have a GE ESS25LSNA side by side. I have the frige setting at 1 and the freezer is on 3, the temp in the frige is around 38 and it will sometimes freeze things in the frige side. I also do not get water at the door or ice in the ice maker.

I'd start with a visual check of the Thermistors (Sensors) (2) in Freezer (2) in Fridge http://fixitnow.com/wp/2010/06/30/ge-profile-and-arctica-refrigerators-upgraded-thermistors/

you say the fridge is 38? where are you getting this reading? cause water freezes at 32 if the fridge display says its 38 and its freezing then i would be changing the thermistor

sounds like everything is too cold, if the fresh food section is too cold the water in the resevoir will freeze and you will no get water out the door but you should still get ice production do you have any way to test the freezer temperature? if so post it back
