That code, actually VO, means vent open. It means the vent sensor is not sensing that it closed. This can be due to soap/scum build up on the vent door or perhaps moisture has corroded the harness connector and not allowing the proper signal to pass to the control board. Generally you have to replace the vent assembly at around $140 for the part, or if you're lucky you can disassemble the vent and clean the vent door and/or the harness connections. It says it can't be serviced but I have done it several times. You need to pull the unit from the installation to remove/replace the vent located at the top right side. I've even had a few of these fail with the UO code and it keeps the heater turned on for whatever reason. Had a couple near melt-downs so don't try to use it until you get it fixed.
