This dishwasher seemed not to have enough water put new water valve in there is considerable amount more water but upper washer arm dosnt move bottom one does but it still not working everthing seems in working order and hose to upper part is clear just wondering could it be a bad pump motor assembly it running and it seems ok but the upper arm dosnt move during wash spin it by hand spins freely any help would be appricated thanks in advance

Upper arm will most likely turn ok if you just wait long enough.

That Frigidaire style dishwasher doesn't every spin both arms at the same time, (not enough water to supply both arms at once).

In only certain cycles the motor as very short pauses that lets the water the rises up the upper spray arm tube thru the bypass slot rush back down and push the ball the rolls on a ramp up the ramp and then blocks the lower spray arm so that the top one can get water.  The a longer pause to switch back to the lower spray arm.

You can simulate these pauses and see that the upper arm will turn by pushing the door open lever just enough to make the machine stop and only for about 1 second then let handle back, (hold pressure again door so that it stays shut).  You should hear the different sound, (louder), when the upper spray arm is turning.
