So, let's review:

- evaporator fan and condenser fan both running
- condenser reasonably clean
- evaporator almost fully coated with light sheen of frost but not choked in with fuzzy ice

but
- temperatures still too warm

Something doesn't add up. If all the listed conditions are true, then you should at least have near 0F in the freezer.

We're not on the site, you're our eyes and ears. Garbage in, garbage out. Call the ball, Hoss.

Yoour right the data doesn't make sense.  So about 4pm this afternoon I took the voltmeter to the controller card and found that I had no 5vdc going to the thermistors.  Alos not voltage going into the 78M05 regulator  which generates the 5vdc. Not good.  So I yanked the card out, saw that it uses a switching type power supply on board.  They are known for going bad.  I checked the caps with my ESR meter and they were all good.  So resoldered some of the connections around the switching supply section.  Put the card back in and the machine started operating like I thought it should.  The fan in freezer started running even with the door open, Heard the compressor run etc.  Checked for the  5 volts to the thermistors and it was there like it should be. So I left it alone, and now the FF temp is 38 according to the readout and the freezer is 11.  So maybe I found the problem, we will see..
