with the Breakers ON and Dryer plugged in ... measure voltage from Neutral to a good house ground (not the Dryer).. maybe a cold wter pipe, etc ... Is that a (3) wire Outlet & Plug or (4) wires ?

If it's not 0v AC, then check Neutral inside Outlet Box and inside Breaker Box (all with Dryer connected) Gotta go, I may be back in a few hours ...

Okay here we go. I replaced the outlet, the section of 10/2 wire and a new 30 amp breaker. Guess what it fixed the problem. Thank you all. Next project will be leaking fridge and the ice maker. Since I have retired from my fire dept job, maybe I should go to appliance repair school. Since I am enjoying working on my appliances. I have to put it all back together and verify all operations.
