Is that a (3) wire Outlet  & Plug
or (4) wires ?

If it's not  0v AC, then check Neutral inside Outlet Box and inside Breaker Box

(all with Dryer connected)

Gotta go, I may be back in a few hours ...

Okay here we go. I replaced the outlet, the section of 10/2 wire and a new 30 amp breaker. Guess what it fixed the problem. Thank you all. Next project will be leaking fridge and the ice maker. Since I have retired from my fire dept job, maybe I should go to appliance repair school. Since I am enjoying working on my appliances.

I have to put it all back together and verify all operations.

Perhaps you should, the biz can always use more good heads, but not all repairs are that simple and straight forward
