The door dispenser will eventually have a good flow when holding the switch with a cup in the door.  I have changed the filter.  If used frequently within the hour, the unit dispenses as it should.  If it sits for more than few hours the delay starts.  You can hear the pump activate when the door witch is engaged.  The Ice Maker works flawlessly and continues to output good ice and quantity.  No leaks under unit.  All hoses on back of unit are straight and not kinked.  I verified the same of the connections where the water supply enters the unit.

Some thoughts and direction would be appreciated.

no "pump', just the Water Valve ... may be "sticky", but it's a Double Valve, and I don't know wich one would be bad ..

Whenever you change the filter, you should run a good amount of water through the system, this will hopefully push out any air which gets trapped in the system which can later cause air cushions

I agree and was aware of that.  We have owned this unit since new (2000) and have had only had one ice maker failure.  I feel I am getting my $$$'s worth out of it, just trying to make it last a little longer.

Maybe disconnect the outlet side of the valve and rig a hose to a bucket etc. and see if that delay is present when operating the dispenser switch, this will tell you whether the delay is occuring at the valve, or somewhere in between, such as frozen/freezing tubing or water scale buildup in a line somewhere.

Okay, so I tested the solenoids and found the main blue one on the water fill side to be faulty for the dispenser. The ice maker (Red) solenoid works fine and the secondary solenoids (blue and red) both work fine. So currently, the fridge makes ice without any issues, and the dispenser sometimes flows water and sometimes does not. I found an online appliance parts house that sold GE made primary and secondary solenoids with the valves and the bracket for a total of $65.00 as one unit. Shipping was $6.95 and I found a promo code for 5% off. So all in all I feel pretty confident I will have a repaired fridge for less than $75.00 and hopefully another nine years of service from the dispenser. We use the heck out of it, so no disappointments here on the nine year span from the original.

I am typing these details for future reference for someone else out there in case they run through similar issues. None of the lines froze up or were in danger of not passing water due to a freeze. I was able to hand pump water through the dispenser at all times from the valve point.

Thanks for the affirmation.  When I in stall it later this week I will post an update plus some pictures. 

This site has been well worth the money so far.  I was able to fix my Duet Washer a few months ago when the magnetic flow meter took a dump by searching through these forums and read a manual I was able to download for free.

So basically:

Well, all is fixed.  Part came in today.  They even threw in a harness, even though all the literature said it was no longer included.  Nice new GE genuine repair parts box as well.  Here are some pics for your viewing pleasure.

The blue valves are for the dispenser, and the red valves are for the ice maker.  I bench tested the solenoids and found the blue valve on the main side where the water is first introduced was unable to successfully open.  The secondary solenoid worked fine.  Also, both ice maker solenoids (red) worked fine.  This explained why the ice maker worked, and the dispenser did not.  The solenoid must have been failing as the symptoms were it would dribble start and or off, all the way to a total failure. 

Hope this makes sense to those of you out there.
