We have replaced breaker and thermostat, but nothing happens.  What should we try next?

Nothing comes on? That is probably the transformer. If that transformer is open of course the thermostat won't have any power to get anything going. I would check that next.

Not tring to step on any toes but lets back up a little. Has the supply and / or control voltage level / presence been checked and do you know how or have a meter to do so ?

    5 steps for trouble shooting:

1 - verify there is a problem ( yup, we know.....something is not running )

2 - find out what the problem is ( this is what we need to determine )

3 - fix the problem.

4 - verify that the problem has been fixed.

5 - take steps to ensure it wont happen again....or at least reduce the chances of iit.
