Motor won't start but heater comes on? Am I looking at a bad control board?

Well the heater should not ever be able to come on unless the motor is in fact running, gets the second leg for the heating element from the motor switch, so the first thing I would suspect is a grounded heating element?  Unplug the dryer and see if the element is touching the inside of the canister..

poor air flow led to warped metal on the heater element which grounded the element which blew the thermal fuse

yes, bad Thermal Fuse caused by Heating Element over-heating (without Motor running)
due to partially shorted Heater Element to chassis.

does the motor hum? if so you may have a stuck motor switch. if the motor is just dead replace the element and thermal fuse like previously mentioned.
