I've never had the occassion to work on this area of one of these GE washers yet, but from what was said and your pictures, I would say replace the hub, the cone part and the nut.

The inner area of the hub is deffinitely worn and the cone would be to, (from the spinning and grinding each other down when the nut backed off).

Wow, I know throwing these parts at this washer sounds good but I would not get crazy until I ran the washer in the agitation cycle to see if the inner tub is turning substantially indicating the VERY COMMON bad break components int he transmission. The tub spinning in agitation very often causes the tub nut to be broken loose.

Much great and powerful repair wisdom has been provided to this point, this is just one knuckle busters observations.

My observations have been that if I tighten it down, it seems to work fine in agitation and spin. But once the spin cycle stops, it makes a horrible sound and appears to have loosened the nut once again.

Is there a brake component that I need to be looking at?

it looks like it may have scored a line into the plastic outer tub. is this correct? if so i wouldnt trust using it, i would be afraid of the score line cracking when the machine is full of water.

The brake components are all part of the plate assembly at the base of the transmission assembly:
