You checked just about everything...

You can check the Motor Centrifugal Switch by measuring some voltages at various points while someone pushes/holds the Start Switch (with the relays swapped).

Disconnect the Thermal Cut-Off and measure the voltage of each of the wires to ground.

Note what wire color doesn't have voltage, Red or Black.... go from there ...
