You may have shut down the cap tube opening when you cut the old dryer off.  The way I remove the cap tube is use a file, file most of the way around and then break it off.  If you cut it with side cutters or tubing cutters, the tube will get too small for the system to work, and you will have this problem.  When you redo the cap tube, run it in about 1 inch, and if the dryer is 1/4 tube, crimp the 1/4 tube opening down a bit so the solder won't run in.  Give it time to settle down when you charge the system, some systems take 1/2 hour to make sure you have the proper charge, unless you use a charging manifold with the factory charge amount.  Good luck.
