Each burner has it's own spark module. Do you hear the click from the burner in question? I have seen massive oil spills take out these modules. Easy to check if it is the module by removing the burner pan. First take off the burner caps and use a 7/8" deep socket to unscrew the venturi's (I assume you have the original style burners) on the side in question. The pan should lift up with a bit of effort (there are rubber o-rings holding the distribution rings to the burner pan). Once you are in there you can swap modules to determine if the module is bad or the burner switch is not sending voltage to the module.
