 Looks like I'm another one of GE's victims. The refrigerator does the following:
1 - ice dispenser and water dispenser do not work - light dims when dispenser activated
2 - refrigerator clicks and clicks for a while then finally kicks on
3 - sometimes refrigerators clicks and ice dispenser light flickers with relay clicking

It was worth the donation to the fund to find the recall notice. Let's see how long it takes GE to fix the damn thing. Mercifully, I'm in a rental so that should be covered by the lease if they won't fix it under the recall.

Of course, GE keeps the recall secret so we can't find out about it.
