Access the motor under the dishwasher and find the fan blade between the motor and pump. Turn this to see if you can free it up. Was this dishwasher setting in storage or unused for a long period of time? If so then the impeller face seal is stuck keeping the motor from starting. This is a real commen occurance with G.E dishwashers. If you try to turn it and it won't turn just keep turning and it should snap loose.
