On the defrost board, you should have 120VAC from Red to White. This is the power up voltage. If it is working correctly, you should read 120VAC from Red to Orange in the cooling cycle. Again, I am basing all this info on the fact that nothing other then the lights are on. No fans, nothing else. The tstat should be set on its highest setting. You can either jump it out following the instructions previously stated or do a voltage check across the Red and Blue terminals. If you read 120VAC, it is open and not working correctly.
