yes, then it's bad...

only alows current flow when it, and the Evaporator, are cold

once the Evaporator frost melts, the Defrost Terminator is no longer cold and it then opens ...

You could test the Defrost Heater, by bypassing (jumpering) the Defrost Terminator for a few minutes ...
