When it enters the tub you have to stretch the rubber over the groove, not on the inside. When you have it correct, it will lay there flat, flush with the bottom
OK--I did not have to do a lot of stretching. The part (WD18X213) is not really flush (but very close). I have pushed it down from the inside but the seal is neither tight nor flush. What creates the "stretching"? For the removal/installation I removed the cover and cap, loosened the band, and removed the old inlet. To install, I pushed the inlet sump in (as mentioned before, did not need to stretch too much), attached to the pump, and installed the cap and cover.
