 Jim, my flapper opens at least a couple inches, so there may be another sinister force working in your GE r/f. For what it's worth, some of my problems have been that the connectors get wet and corrode, then don't make adequate contact. You might try pulling the connectors off the lugs and cleaning them with a small file, emery board, sandpaper, or even a pencil eraser. If that doesn't work, I fear a new solendoid is in your future.
