 Using the test cord is just that: a test. More info here.

The hard start kit, OTOH, ain't no test-- it's a band-aid repair. Much has been written aboot this in various topics in this Emporium of all things Appliantological. However, for clarity and blessed brevity, I would refer you to this service bulletin.
