 Have a GBS22KBSacc refrigerator (bottom Freezer) that had similiar symptoms. I checked  2 caps shown in pic above (using esr meter) and they were open. replaced these 470uF 50V and then replaced  board - everything worked but condenser fan.

Found 2 more caps (1 uF, 50V by J2 connector) - replaced them and now refrigerator works like new. 

Too bad GE can't give out schematic and tell customers about known problems.

NEVER BUY GE again.  John
