My washer will start up, fill with water, agitate, drain and spin. Then after filling again for the rinse cycle it will again agitate and drain but will not spin.
After that second agitation, there should be a pause before it starts spinning. This lets the washer transmission shift into neutral during the while the tub is being pumped out. If you get the aforementioned pause, then the problem is the neutral drain gears in the transmission-- very inexpensive part but a non-trivial repair job. OTOH, if no pause, then you have a bad timer.
