It does circulate freely around the centering bolt.

was able to locate the nylon nut shown in the diagram. After removing the nut the arm assemply will not lift off. It will move up a 1/4 - 1/2 inch, but firmly stops at that point. I don't think a lot off lifting pressure will allow the arm assembly to be removed. It does circulate freely around the centering bolt.
