At low water level it will only agitate at slow or med speed depending on the cycle. I would suggest pulling the tech sheet and running it through a complete round of diagnostic tests.

could be a drain restriction(slow pump out)- check for kinks in drain hose- does the washer have have to pump to a high drain?--or-- may have a bad clutch- are the clothes thrown againest basket after spin cycle? -or- basket drive block-- to check drive block see if you can turn basket by hand-- if you can-- the drive block is stripped or basket nut loose-

Unplug washer and pull it out from the wall and tilit it back and look up under washer and see if you see oil ,if you can put your hand up near the clutch and see if you feel oil ,if so then you need a new transmisson and a clutch, the oil is causing the clutch to slip.
