If I were on the service call, I'd do a live test on the heating element, looking for 240vac (nominal) between the two heating element terminals. If I didn't have 240vac (but instead, had something like 120v) then I'd break out some serious troubleshooting whup-ass and isolate the insolent circuit not carrying its share of 120v.
