when you say you turn the "fan type thing" is this from the back with the blower housing removed?
if not remove the back from the dryer, on the left you will see the blower housing running up the left side, remove this( top must be lifted(2 screws under the lint filter have to be removed)) remove this housing before ordering a motor incase its packed with lint or a foreign object
then try to turn the blower fan by hand
if it is still hard to turn you will have to remove the motor
now sometimes you can remove the motor, clean it and then oil both ends of the motor shaft with turbine oil till it turns free and reinstall, if it turns once oiled
in saying this, i have oiled a motor and had it last a week, i have another friend i did this for and the motor has run for over 5 years
so if your time is worth more than your money it is worth a try
