The speed control had those burn marks on the back and I got those open readings when doing step 6 in my tests. I had to be back up by the weekend so I just replaced them both. I thought the burn marks were an ominous sign.

step 6 3 Meg ohms ( 3,000,000 ohms) normally read on the 20M ohm scale using a digital ohm meter. Try the same test on the new Speed Control, just for your future reference. never posted a picture of the burn marks ?
