I've checked out the system diagnostics sheet and there is nothing for an "incomplete drain".  The water is still present in the tub as I can hear it when I manually rotate the drum.  I'm able to get to run normally except for the water that is still left over and there is this odor that proves the water just should not be there. 

I've run Spin in the diagnostics mode and it does that just fine with the water still left over in the tub.  I'm hoping someone has seen this problem before and they can point me in the right direction.

can you actually see water standing in the tub or just hear it? Fill the machine normally with water and hold the drain hose slightly above the drain stand.Spin the water out of the machine and watch the water flow out of the hose...is it a solid strong flow or a small stream?

If you're having an odor problem, I gotta wonder if this is another case of someone using non-HE detergent in this machine. I see this a lot and everytime, there's an odor complaint. I'm just sayin' ...

I'm surprised that you don't know this already and no one has mentioned to you yet.

That is normal with these machines, the water you are hearing when you spin the basket by hand is NOT left over water in the machine and it's definitely not what's causing the odor.

The sound of water you are hearing is the water/fluid in the balance ring on the front of the spin basket.
