To start with, you've taken the model number off your instruction booklet, which is a partial model # for two different base models:
JGP389????? 2 module (4 burner) model
JGP18????? 1 module (2 burner) model
Don't know what yours would be since you didn't give us the model number off the appliance.
Look on manifold, on the opposite side as the valve shaft and you will find a 1/4" bolt head. That holds/seals the valve to the manifold. Looks like they're going to be real fun to get to. might have to remove the complete manifold to access them.
Depending on which of the above models you have you could replace the complete manifold that comes with all new valves and switches for just a little more than one valve will cost you, then you would have plenty of spare parts for later.

If this is one of your right side burners, (since this is the right side valve), then you would have the 4 burner model and the 2valve manifold wouldn't have the correct valves on it, (the left side and right side valves are different, off is in different orientation).
Lots of times these valve shafts freeze up in the the guide plate on top of the valve. I've had luck sometimes taking the control shaft off the valves and getting them freed up in the guide plate and not have to replace the valves on units that use this same style of valve. Also have had the valve plug freeze in the body of the valve from the special valve grease drying out. If you get the burner valve grease and take the valve apart and free/clean/regrease the plug and check for gas leaks when done you could also save having to purchase a new valve or remove it from the manifold.
Here's a picture of the 2valve manifold so you can see the bottom. You can hardly see the bolts that hold the valves on, they are under the manifold mounting flanges, and you can see when you purchase the manifold it comes complete with all new valves and switches, (Note: if the control knob turns freely but gas won't turn off then the little metal tab on the control shaft that turns the valve plug has broken off and you will need to replace the valve).
