Sounds like either the water tube is not located inside of the ice maker cup right or something in the cup of the ice maker is blocking the water from going into the ice maker mold....

Ah, ok, this is caused by your water inlet valve not sealing completely: http://www.repairclinic.com/referral.asp?R=154&N=1071263 This, in turn, can be caused by your water pressure being too low-- although I'd expect to see other problems such as hollow ice cubes. Or sediment in the water-- install a whole-house water sediment filter if you're on a well. Or could just be time for that valve to fail.
