Hello fellow fans.  
Here are my troubles, wish you can help!
My parents 2nd floor tenant has a Magic Chef ctb1521arw.  Its a top freezer and bottom food type. .   It’s a typical kind of top freezer type.   The tenant complained that their frig not cold enough.   I went and checked out the frig and found out the bottom was warmer than normal but the top freezer was working ok; The ice cream container has ice on top of the ice cream and the ice cream didn’t melt.  I suspected the vent from top to bottom was obstructed.  I opened both condensing panel from the freezer and the vent part from the bottom found out there are some pieces of Bounty type of paper in the vent which was still clean just like new.   I took the Bounty out. 
Few days later the tenant called again.  I went to check and found out the temperature gauge was set to 1 instead of 7 the coldest.  I remember when I left last time it was set to coldest because it missing a temperature knot, I tested by switched to off where the compresser turns off and 7 where the compressor kicks in.  I set it back to 7 and the frig condenser was kicking in. 
I used my thermometer to check the temperature from the freezer and found it only has 44 degree F.  Should it be 20 degrees or so or it just started and is still warming up?  Does anyone know what temperature the temperature should blow out?   Is any other way to check if the frig is working fine?  I should check the condenser in the back when I opened the freezer back panel for frost.   Thanks!

Check the frost pattern on the Evaporator behind the back panel in the Freezer.

The Freezer temperature should be about 0F

the Fridge should be about 38F

yep, Evaporator. Totally forgot to check for frost pattern. I believe there was no frost on the first time when I open it up.... was wet. will check again later days. Thanks!

could have just come out of a 30 minute Defrost Cycle ...

I was checking the on the evaporator after I turn the timer, all of the evaporator got frosted. I believed the compressor works fine. I suspected either the sensor or the timer. What else I can check?

The timer said 8 hours cycle. How does it work RegUS_PatOff? I turned it to starting point at 12 o'clock the whole frig stopped turn to 12:30 o'clock it started to defrost I guess. I turned to 6 o'clock it just turned on the evaporator fan, not the compressor. when I turned to 11:30 o'clock then the compressor turned on. What about the rest of the cycle?

(one revolution is not necessarily 12 hours)

turn the Timer to Defrost.. let it do it's thing..

check frost pattern a few hours later.

I checked 2 times and has 1/5 inch frost on the evaporator. Looked like the frig is running normal. Should the frost be more because the top has less frost compared to the top. I tried to take pictures but flash reflected the evaporator.

took some photos with phone, not coming good because of the flash or complete darkness.
Tenent compainted sometimes completely melted or completely frozen.
Could it be the timer or sensor? Frig give temperature, but sometime it just completely melted...

The Defrost Cycle will melt all the frost about every 8 hours..

The Evaporator Coil should be evenly, completely, frosted...  but not clogged ...
(may take up to an hour or two after Defrost)

why is all the food melted when its defrosting, is there a sensor at the end tell it to stop?

yes, there's the Defrost (Terminator) Thermostat that's clipped onto the Evaporator Coil
that should open when it gets to +38F

The Defrost Timer cycles the Defrost every 8 hours for up to 25 minutes
(usually shorter ... terminated by the Defrost Thermostat))
