My GE dishwasher's middle rack is not spinning.  The upper and lower are doing just fine but the middle is not.  Also the water level is not filling to where it should.  The dishwasher starts pre maturely before the float is activated.  I checked to see if the middle arm would spin if I added more water but that di not work either.  Any ideas on both would be appreciated.   Oh yea I already replaced the water fill valve and that did not help.

Usually the water level is just up to, barely touching the Heater ...

I'm not sure of your other problem, yet...

Maybe someone else on here ...

I know where the level is supposed to be on the dishwasher but it is not filling to this level.  I replaced the fill valve and it still is not filling correctly.  It fills about half way and then starts washing the dishes without the level switch being activated.

If you have replaced the valve and still low on water , then I would be checking the supply. Had one a few years ago that would not fill properly , ripped it out and off to the shop . There the stupid thing worked perfect , so took it back and installed it - once again it did not fill .. Told customer faulty supply - the customer (stupid cop) refused to believe us , said plumber checked and good supply. Have no idea what he did ...  I presume you are giving it the full 2 minutes - even if it starts. Almost no experience on g.e. , can only think of plugged spray arm , water feed.

Yea I have good supply.  No I did not wait the full two minutes after it started to see if it still filled after starting.  I read a post earlier that said there should be a pause after filling before it starts to wash.  I will try this though.  Thanks
