So far the dishwasher fills and drains.

The circulation pump turns freely, but no water is being pumped through the dishwasher.  If you found the repair guide sheet it should list some troubleshooting steps.  In general they would be:

1.  Check for proper resistance across the motor terminals.  (This should be specified on the repair guide sheet.)

2.  Check for power to the motor when the dishwasher is in the wash cycle.

I would check for power to the motor first.  Remove the kickplate and hold a non-contact voltage detector next to the motors leads while the dishwasher is in wash cycle.  (The voltage detector is available at most DIY home centers--they light up when they are in the vicinity of AC voltage.)

If the dishwasher motor is not getting power then you have to determine where the power interruption is taking place.  If it is getting power and is not kicking on it may be you have a bad capacitor, or a short in the motor.  The resistance readings across the motor terminals will tell you if the motor is shorted out.  Examining the capacitor may tell you if the capacitor is burned out.  (Look to see if it is bulging or has burned terminals.)

Capacitor appears to be in good shape the terminals are not burned and it is not bulging.  The motor reads 110 Voltage in the wash cycle but it is not operating as I do not have water being circulated. inside the dishwasher. I do not know the proper procedure for checking resistance accross the motor terminals.  I do own a multi meter.  

Well it seems to me that if there is 110 voltage going to the circulation pump motor terminals and the motor is not turning then the motor is defective even though it turns freely by hand and does not appear to be burnt.  It should operate but it does not. The dishwasher seems to cycle normally from my observation.  The water inlet solenoid opens and puts water in the dishwasher and then the dishwasher drains in the end.  The only thing wrong apparently is the lack of circulating water.
