They had the same model with similar problem.

It claims that they had 3-some volts to their cond fan, should be 12-ish... You measured 3.8V on a fan, was it Evap or Cond?

I don't have the wiring diagram for the PFS22, but on the GBS22, the Evaporator Fan and the Condensor Fan use the same 12v DC (they do have other speed control lines)
